Chair of the Higher Council for Education, Training, and Scientific Research

His Majesty King Mohammed VI, may God assist him, appointed Ms. Rahma Bourquia as President of the Higher Council for Education, Training, and Scientific Research on Friday, March 28, 2025.

The royal decision regarding this appointment reflects the royal desire to enable the Council to continue to fulfill its constitutional duties, given the central nature of the powers conferred upon it by the Constitution and the national and international issues related thereto.

This appointment is part of the special attention that His Majesty the King, may Allah preserve him, accords to the pursuit of reform of the national education and training system, considered a national priority for the qualification of human capital, a true asset that supports the development model he is leading with wisdom and foresight.

Biographie

Rachma Bourquia, a member of the Academy of the Kingdom of Morocco since 2002, is a university professor of sociology and anthropology. She holds a PhD from the University of Manchester in the United Kingdom. She has published numerous books and articles on culture, the state, youth, women, education, and values. She writes and publishes her work in three languages: Arabic, French, and English.

Her publications include: The State, Power, and Society, in Arabic; Political Culture in Morocco Facing Change, in French, in 2011; Thinking About School and Thinking About Society: Around Education, in French, in 2017. The Challenges of Knowledge and Culture, in Arabic in 2020, in collaboration with Sili Marselo, a collective work on new paths to development, in English in 2021. She also published La société marocaine dans le contexte de la mondialisation (Moroccan Society in the Context of Globalization) in French in 2023. She is the author of several scientific articles in sociology and anthropology on Moroccan society, women, and culture.

She has held several academic and administrative positions, including Dean of the Faculty of Arts and Humanities at Mohammedia-Casablanca University from 1999 to 2002, then President of Hassan II Mohammedia Casablanca University from 2002 to 2011. She also headed the National Evaluation Agency at the Higher Council for Education, Training, and Scientific Research.

Responsibilities and competencies

The President of the Council chairs the General Assembly and the Bureau of the Council, oversees the general management of the Council’s affairs and the proper functioning of its bodies, and performs the following duties in particular:

    • Preparing and implementing the decisions taken by the Council;
    • Setting the agenda for Council sessions in consultation with the Council Bureau;
    • Convene Council members for regular and special sessions;
    • Communicate the results of the Council’s work to the authority that requested its opinion and ensure follow-up;
    • Coordinate the work of the committees, special working groups, and the national body responsible for evaluating the education, training, and scientific research system;
    • Prepare and execute the Council’s annual budget, which sets out the estimated annual revenue and expenditure of the Council and its bodies;
    • Representing the Council before judicial bodies and other public authorities and administrations, third parties, foreign or international organizations and institutions;
