The general assembly is composed of all the members of the council referred to in Article 7 of Law No. 105.12 on the Higher Council for Education, Training, and Scientific Research. Its main tasks are:
To debate all matters submitted to the Council by the King, or referred to it by the government or Parliament, as well as all matters that the Council spontaneously places on its agenda;
To approve the Council’s draft annual work program and its draft budget;
To examine draft opinions, reports, and recommendations submitted to it by the Council’s committees and special working groups;
To elect its members to the Council’s bodies;
To set up temporary committees or special working groups on the proposal of the Council’s president, in order to task them with studying a particular subject falling within its remit and powers.
