In its opinion on the draft law on higher education, scientific research, and innovation, the Council emphasizes the validity of enacting a new law repealing Law 01.00, which has become obsolete due to the transformations taking place in education, training, and scientific research systems at the national level and throughout the world, as well as constant and renewed expectations and the emergence of unprecedented challenges.
\nThe recommendations made by the Council aim to further develop the structural vision of the higher education and scientific research system, the major strategic choices, and the very philosophy of the bill, emphasizing the need for the new legislation to go beyond partial reforms and ensure a tangible transformation of the higher education system that takes into account, in particular: the autonomy of universities and their role as a driving force as a strategic choice; the link between academic activity and national and regional development; the requirements of the digital transition; the strengthening of good governance, funding, and evaluation; and the clarification of relations between the public and private sectors.by focusing on the central role of the student within an innovative and centralized educational model<\/div>\n
