Terms of Use<\/h1>\n

These Terms of Use set out the rules governing access to, and use of, the institutional website of the Higher Council for Education, Training and Scientific Research, available at www.csefrs.ma. Accessing and browsing the website constitutes full and unreserved acceptance of the provisions set out below. Users are invited to read these provisions carefully before any use of the website.<\/p>\n

1. Access to the website<\/h3>\n

Access to the website is free of charge and open to the public 24 hours a day, 7 days a week, subject to events of force majeure, technical failures, circumstances beyond the Council\u2019s control or maintenance operations.
\nThe Council does not guarantee uninterrupted continuity of service or the absence of errors, and reserves the right to suspend access to the website, in whole or in part, at any time and without prior notice.<\/p>\n

2. User obligations<\/h3>\n

Every user of the website undertakes to:
\n\u2022 use the website for lawful purposes and in accordance with the legislation in force in the Kingdom of Morocco;
\n\u2022 refrain from compromising the integrity of the website or attempting to gain unauthorised access to its technical components or databases;
\n\u2022 not use automated programs, data-extraction robots or any other means liable to overload the servers or disrupt the operation of the website;
\n\u2022 not publish or transmit any content contrary to public order, public morals or the rights of third parties;
\n\u2022 respect the intellectual property rights set out in the Legal Notice and in applicable legislation.<\/p>\n

3. Interactive space of the website<\/h3>\n

3.1. Principle of the interactive space<\/span><\/strong>
\nThe Council\u2019s interactive space is a forum for collective expression. Users are invited to freely express their opinions, while respecting the views and rights of others. Participation is free of charge and open to all, but registering and contributing through any topic, addition or reply constitutes acknowledgement and acceptance of these Terms of Use.
\n3.2. Moderation rules<\/span><\/strong>
\nThe moderators of the interactive space are entitled to delete any contribution they deem inappropriate, contrary to the law or to these terms, or likely to cause direct or indirect harm to others. The following contributions, in particular, will be deleted:
\n\u2022 those encouraging racial, gender or religious discrimination, or inciting hatred, violence, racism or xenophobia;
\n\u2022 those calling for the commission of offences or condoning war crimes or crimes against humanity, in particular murder and rape;
\n\u2022 those contrary to public morals or decency, or that exceed the limits of propriety;
\n\u2022 those infringing the rights of others, in particular damaging their reputation or honour;
\n\u2022 those infringing the privacy of others or disclosing personal data without consent;
\n\u2022 those of an advertising, commercial or promotional nature relating to services or products;
\n\u2022 those unrelated to the subject of the post, article or video concerned.
\n3.3. Right to suspend or exclude<\/strong><\/span>
\nThe moderators of the Council\u2019s interactive space have the right to exclude any user, on a temporary or permanent basis, whose contributions disregard the above rules, without the Council being required to give reasons for its decision to delete or exclude, and in compliance with the legal provisions in force.<\/p>\n

4. Social media<\/h3>\n

In order to ensure better communication regarding its missions and activities, the Higher Council for Education, Training and Scientific Research maintains official accounts on several social networks:
\nFacebook, X (formerly Twitter), YouTube and LinkedIn. The Council\u2019s pages on these social networks are open to the comments and interactions of all members of the online community.
\nThe Council is pleased to remind visitors to its pages and accounts of the following principles and rules of communication ethics:
\n\u2022 verify the truthfulness of information and the credibility of its sources before any publication;
\n\u2022 mention the source when you are not the author of the content;
\n\u2022 respect the right to one\u2019s own image and avoid publishing information or images likely to embarrass others or harm their person;
\n\u2022 seek the consent of individuals before publishing their images or videos in which they appear, except for those relating to public events and demonstrations;
\n\u2022 refrain from impersonation, deception or disinformation, such as opening multiple accounts under different names.
\nThe opinions expressed in users\u2019 comments are those of their authors alone and shall in no circumstances be binding on the Council.<\/p>\n

The Council reserves the right to:
\n\u2022 delete or block any person who publishes insulting, defamatory, aggressive or discriminatory content;
\n\u2022 delete or block the author of any pornographic content, or content inciting hatred, violence or contrary to the law;
\n\u2022 delete or block the author of any advertising or commercial content;
\n\u2022 recall the importance, before publishing a comment, of ensuring that it is clearly related to the subject of the article, video or tweet.
\nFurthermore, the use of these platforms remains subject to the terms of use and policies adopted by the companies that operate them.<\/p>\n

5. Means of contact<\/h3>\n

The contact form available on the website provides a direct channel of communication with the Council. The Council endeavours to process requests received within reasonable timeframes, within the limits of available resources, without this constituting a contractual obligation to reply to every request. Such processing is subject to the provisions of Law No. 09-08 on the protection of natural persons with regard to the processing of personal data.<\/p>\n

6. Updating of the Terms of Use<\/h3>\n

The Council reserves the right to modify these Terms of Use at any time and without prior notice. It is the user\u2019s responsibility to consult them regularly, it being understood that only the version published online at the time of consultation shall prevail.<\/p>\n
