Evaluation Programmes<\/h1>\n

The National Agency for the Evaluation of Education, Training and Scientific Research Systems develops evaluation programmes at multiple levels, aimed at diagnosing the performance of the national system in its various components, monitoring its progress, and identifying areas for improvement. These programmes draw on both national and international evaluations, as well as specialised analytical work in the field of higher education and scientific research.<\/p>\n

National Evaluations<\/span><\/h2>\n

National evaluations are based on the reality of the Moroccan education system and its specific characteristics, relying on national reference frameworks, and aim to measure the system\u2019s performance both internally and externally.<\/p>\n

    \n
  • Internal evaluation of system performance: this includes the implementation of the National Programme for the Assessment of Student Achievement (PNEA), as well as the development and refinement of an educational indicators system related to school education, primary education, vocational training, higher education and scientific research, enabling monitoring of these sectors and the assessment of their efficiency.<\/li>\n
  • External evaluation of system performance: it is important to assess the social, economic and professional integration of graduates from the education, training and scientific research system, in order to measure the impact of educational and training policies on human development and the labour market.<\/li>\n<\/ul>\n

    The Agency also conducts national field studies addressing issues related to schools and universities, such as studies on violence, national research on families and education in the school environment, as well as studies on students and university life.<\/p>\n

    The Kingdom of Morocco, in coordination with the Ministry of National Education, Primary Education and Sports, participates in several international comparative evaluations and studies, conducted or monitored at the national level by the National Evaluation Agency, including:<\/p>\n

    Based on the results of these studies, the Agency produces comprehensive national analytical reports that help interpret international data in the light of the national context and enrich public debate on the performance of the education system.<\/p>\n

    The difference between national and international evaluations lies in the fact that national evaluations rely on national educational frameworks, whereas international evaluations are based on harmonised reference frameworks developed by international institutions with the aim of comparing participating countries and ranking their performance.<\/p>\n

    Evaluation of Higher Education and Scientific Research<\/h2>\n

    In the field of higher education and scientific research, in addition to sectoral evaluations, the Agency conducts analyses of public policies and carries out bibliometric research aimed at measuring national scientific output across its various aspects. It also examines international best practices and emerging trends in this domain, which enables it, after analysis and strategic reflection, to formulate recommendations to support evidence-based public decision-making.<\/p>\n

    Whether at the national or international level, the evaluation programmes aim to identify the strengths and weaknesses of the education, training and scientific research system, in order to enable its reform and performance improvement, and to assist government sectors and relevant institutions in developing policies and programmes and making informed decisions, with a view to achieving the strategic objective of building a high-quality, equitable and inclusive Moroccan school system.<\/p>\n
